The City offers two programs to help people replace lead water pipe service lines. People who want to hire a contractor to remove the lines can apply for the Homeowner-Initiated Program, in which the City will waive permit fees, and City crews will attach the new service line to the water main and give the homeowner a free water meter for the contractor to install. The Equity Program allows homeowners to get a service line replacement and water meter for free if they meet certain criteria, including income and amount of lead in water.
